Once, the Otters held dominion over all 69 islands, their stewardship unchallenged. Yet, the sudden arrival of the Papu disrupted this harmony, leaving many Otters without work. An inexplicable tension now lingers between the two races, and some Otters, like Denio, openly express their resentment.
