It is usually used to confine those who have committed minor crimes in Asparkan Fort.

When Neruda Shen's confidant couldn't contain his curiosity 
about its purpose and asked him about the gallows, 
he replied that he had never instructed its installation 
and suggested that it must be a plot to tarnish his reputation.
