Philaberto Falasi from Port Epheria says a boatman must be highly knowledgeable about the sea. He is willing to pass on his knowledge to your boatman if you bring Twilight Red Coral, [Guild] Sea Monster's Spirit Pouch, and [Guild] Goldmont Pirate Golden Coin.
