Basquean Ljurik NPC Knowledge says that some kids are picking on Laura because she can't afford a uniform. Let's order some pretty clothes for her.
Go find Merv the tailor, give her 10 rolls of silk, and ask her to make a uniform.

Go find Merv the tailor, and give her some fabric to make a uniform.
