[Fishing] Get a Ship License: Raft

Objective

Croix tells you that you are ready to build a Raft now. Go to the Shipyard and create a Ship License: Raft with the materials you've collected, and bring it to Croix.
Find your Ship License: Raft from Storage and show it to Croix;
