The Shroud Knights Scout said when an Obsidian Altar or Stone Tower collapses, Wandering Rogues repair it. He thinks the Rogues might get their power from the tower and altar.

and Elementalist's Stone Tower NPC Knowledge regenerating energy.
I saw the Wandering Rogues making offerings there.
We need to find out what's going on.
Please investigate the tower and then
report your findings to Ahon Kirus, the Chief of Tarif.
She will probably be able to provide you
the most information about this.
