Neruda Shen NPC Knowledge feels partly to blame for the current Barbarian disputes and asked you to become a member of the Shen Merchant Guild to help resolve the issue. Go to the Crow Merchant Guild and find out how they're collecting funds to help Neruda hire non-Barbarian mercenaries.

is my burden to bear, yet hiring any other type of mercenary requires
far more capital than Mediah currently possesses. If we can encourage
enough Barbarians to reconsider their stance on the matter, I'm sure the rest will follow.
The Bareeds Royal Family will also come around to our way of thinking.
Adventurer, I urge you to become a member of the Shen Merchant Guild.
Your contribution will prove invaluable to us, and I am certain that we,
in turn, can help you track this Witch of yours, and help shed light
on the Three Days of Darkness.
Remember, only the Shen Merchant Guild can make such promises.
I will continue negotiations with the Barbarians, but in the mean
time I want you to seek out the Crow Merchant Guild.
They are a small affiliate of ours but should be able to provide you sufficient help.
Our plans cannot bear fruit without more silver.

devising ways of filling the coffers.
They must surely have come up with something by now.
