Thankfully, the recipe to the neutralizer wasn't so much different.
Take this and put it in the Pot with the Mutant Loah Flower and the pirates will return to their original state. At least for a while.

To create the Mutant Loah Flower Neutralizer,
use Simple Alchemy with Mutant Loah Flower, Highly Concentrated Herbal Juice x20, Fire Horn x35, Trace of Nature x70.
This is just my speculation...but it doesn't seem like this phenomenon happened naturally...
