Objective
Ceasar NPC Knowledge, Glish Guard Commander, accepts the proposal and says to meet Maul, who is in charge of handling the Fogans at the Southern Guard Camp.

Good. Now listen carefully.
The Nagas and Fogans are fighting over both the Northern and Southern territories of town.
The Nagas came first and took over the swamp lands,
but the Fogans just came in one day and drove them out.
Their numbers grow by the day
and our patrol routes are out of control in the swamp lands.
We were better off with the Nagas at this point.
The Fogans reproduce faster than we can deal with,
and those bastards are practically born ready to fight.
If you travel South, you will find the Southern Guard Camp
in charge of dealing with the Fogans. Talk to Maul, the Captain of the camp.
Although they were supposed to reduce the number of Fogans...
Captain Maul has been actually negligent in dealing with them.
Why not you go there and ask her why? It's not that far from here.
