Abelin NPC Knowledge in the Velia wants you to find the two daughters of alchemist Alustin NPC Knowledge, saying that his order would have been completed by now. Let 's meet Eileen NPC Knowledge and Clorince NPC Knowledge and get the goods to Abelin.
Get Summer-blessed Conch Shell from Eileen;Get Sun-enchanted Float from Clorince;

They usually sell goods but they also practice alchemy experiments.
I placed special orders with these ladies earlier.
A conch shell and a float specially enchanted with Terrmian summer!
These will make a terrific Fishing Rod NPC Item and make
all the rare fish come out and rush towards the bait!
I'm sure they are ready by now, but I heard nothing of it yet.
