Rubin appeared after hearing about the flying Innocence Mk XII, but fears that it may all be false due to how peaceful it is here. Let's examine the Cogwheel, the Clockwork Chariot, and the Giant Octopus in the order Rubin mentioned.

Hmm, is this really Marni's playground or whatever?
Seems far too peaceful considerin' the rumors I've been hearin' of late.
There's been sightin's of somethin' called Innocence Mk XII.
Not that I've seen anythin' of the like, mind you.
Bein' a herald, you can probably appreciate how bad it looks, me
bein' in the dark an' all. I need to hear it from the folks 'ere meself.
You start with the coghweel and clockwork chariot o'er there,
then check out this giant octopus sculpture, in that exact order.
I'll be going through the crowds and listening in
on what the local rumor mill is buzzin' on about.
