Prince Bareeds III NPC Knowledge told you to go to Tarif if you want to find more clues about Illezra, and said that you'll need the emblem of the Shroud Knights in order to enter Tarif. Save the Abandoned Iron Mine and gain recognition as a member of the Shroud Knights.

It would appear that the Barbarians worship a dark goddess.
We believe that goddess to be the Witch, Illezra.
Illezra was a sorceress from Tarif, but if you wish to travel there,
you must first acquire an emblem of the Shroud Knights.
Unfortunately, I have no power of my own to help you.
Neruda Shen NPC Knowledge is using my status as a child to legitimize his own rule.
You are here because you witnessed first-hand the atrocities
being committed at the Abandoned Iron Mine. It is exactly as Sirare prophesied.
I never imagined Neruda Shen
would oppress the villagers so.
Please save my kingdom. Few Shroud Knights remain
and their days of glory are long behind them,
but if you can save my people of the Abandoned Mine from their pitiful fate,
