[Storybook] Tale of the Apex Changui

Objective
Chapter 4: Fear
They settled in for the night when they heard Oksoon's voice crying for help. Didn't she leave for Nampo? They broke the jangdok to see Oksoon, now a Changui. When they defeated Oksoon and her mother, who'd fallen victim to tigers, the Honorable Choi finally appears.
He berated the servant who let them stay the night, and as he was about to turn to the traveler and Dolswe NPC Knowledge... a snake catcher appeared. With no further explanation, the duo were chased out of the house.
They next found a scholar arguing with Dukchoon NPC Knowledge at the Dalbeol marketplace. The scholar had asked him to prepare axes for a petition, but he had not for fear of being caught by government officials.
A petition presented with an axe means, "accept our demands or remove our heads."
After hearing the scholar's plight, the traveler and Dolswe headed to Byeot County in search of the wise Miss Myo NPC Knowledge! Miss Myo, though in exile, listened to why the scholar Sunho NPC Knowledge wanted this petition to happen.
The fear of tiger attacks that spread across the sea to Byukgye... He says, "only those brave enough, like the Stripefolk Tigerslayers, can take down Sangoon NPC Knowledge." Byukgye had raised several petitions on this matter, but none of them had made it through to the office.
